Does this mean I can use my phone as I normally do when I travel to the USA?
Or does this mean that I can receive and call the USA?

Just to add to Elena's post, in order to call or receive calls while in USA, your phone should be VoLTE certified by Fizz.

In the state you need to have a VoLTE certified phone with Fizz, since from the last year they dropped the 3G

To have a full answer on your question, I will let below all the details you must know regarding it.
When you have Canada + USA coverage, you are allowed to use your services in Canada and USA. When you are in the green coverage area, you can use your services as they normally work, then, when you're in the red coverage area, you must turn on your roaming option. You can see the green and the red coverage area here: https://fizz.ca/en/coverage (please note that the entire USA coverage is a red coverage area, so you must have your roaming option active).
When you use the services in the USA, you must know the following details: you must have a Fizz VoLTE-certified phone so you can use the calls and the SMS services (you will still receive SMS no matter what kind of phone you have) and a VoLTE-compatilbe SIM card (which you already have).
