Several users reported the same thing. Just in case check if you still have money in your Fizz wallet and contact customer support.

This was probably a long time coming. I've seen the same thing happen to other providers, though I'm unsure what or how it happens.

are you using a fizz’s certified phone?
did you try to enable the data roaming?
did you already try to reboot the phone, put in airplane mode for 30 seconds or even better try the sim on a different phone?

I contacted the support and had a difficult time explaining why local calls should be possible with a wallet on the data plan. The support suggested to rebooting , and then buying international minutes. Support guys say the major hurdle is having data only a plan with no minutes. I opted to ask for wallet reimbursement as I only need voice calls just in case of urgent situations.
I tried to use airplane mode with no success.
The phone is not on Fizz voLTE certified list, Axon Mini 7, I understand only a few mobile providers rolled out voLTE updates.
Should I ask Fizz to reactivate the old sim instead?

no I don't think who will activate your old card. fizz is one of the last to have the volte the other suppliers have been volte for years

I tried with a Fizz bought Fizz voLTE certified phone, same thing.
After each call sms message "you need adjust your plan." arrives
