If I understood correctly you try to replace the SIM card on an active plan, if this is the case only Fizz support can do it, and you need to prepare a cardID with a photo and the credit card used to pay the plan. You can delete the first 12 numbers, leaving only the last 4

I'm sorry for the situation you have encountered.
Usually, when you try to activate a Fizz SIM card and the process is not finished, the SIM card gets locked for 2 hours. It is because the system thinks that you activated it, then it checks the activation assigned to the activation code, and once it notices that the SIM card is not assigned to a plan, the system locks it for 2 hours so it can be recycled in the system and the activation code will be available again.
On your end, you can make a SIM card change only if you want to change the Fizz SIM card you currently have with the new Fizz VoLTE SIM card.
