It will work in Canada, but it will not work in the USA for the calls
For the moment in Canada, the 3G should stay for years, since they never talk to turn off it

I checked here https://fizz.ca/en/faq/compatible-devices, this page is updated more frequent than the spec page
and it is listen as VoLTE Compatible

@Sophie D. #6776 Hello,
Yes it will work! ( But not all over , provided that you are in the coverage zone : https://fizz.ca/en/coverage )
All phones released after 2018 should work with VoLTE.
Looks like the TCL Flip was released in September 2021.
The TLC flip need to have the latest software update. Looks like this phones modem supports VoLTE. And if it's sold at Fizz then it will make sense that is a provided phone under the VoLTE, given its post 2018 release date.
TLC flip has HD Voice functionality (HD voice is also known as VoLTE) and and 4G LTE connectivity... Source TLC Canada:
https://www.tcl.com/ca/en/products/mobile/feature-phones/tcl-flip-volcano-black
The only difference is that VoLTE uses the carrier's LTE data network, in Fizz network/case: calls are placed over 4G LTE network instead of the traditional 2G or 3G network ( with the condition that you have the sim card is VoLTE: the one with the red lighting bolt ), i assume that you have the new SIM card!? ( and that your are in the coverage zone, like mentioned above )

I already so people with an iPhone 13 bought from Fizz and on the page was reported as Non compatible with VoLTE. Which it wasn't the case.
Do you have a VoLTE Sim?
When did you activate the plan? If after the 16 March 2022 it should work in VoLTE otherwise, you must wait the Fizz migration, they usually confirm by message.

Sophie is right to ask, since the Fizz site reported that was not compatible.
VoLTE is a standard which use a well establish signalling protocol (SIP) however, the RTP traffic can use different codec, these code can be present or not in some phone (the codec influence the bandwidth used and the voice quality between other factors), probably this is the reason that the firmware on the phone (the OS) must be provisioned from the provider before showing the VoLTE options, which can decide to do it or not (and this is called certified phone). In the Android 12 was pretty easy to force that and by pass the provisioning and enable the option, on the 13 I didn't find it yet.

Hello there Sophie D. #6776
I escalated a ticket to our technical team since on our website we can see that the phone is certified by us to be compatible with VoLTE on our network while on your order it says that the phone isn't compatible.
We'll reach back to you once we have an answer to this conundrum you experienced. Keep an eye on the email address registered with your Fizz account as we will reach out to you through it.
Have a good one!
