Canada call plan not including British Columbia

I need reach a contact in BC, canada, with code +1 672 xxx xxxx, and I've Canada Call coverage Plan, why fizz cannot establishes the line, and asked me for add-on ?

Did you try to reboot the phone or put in air plane mode for 30 seconds?
