If you are referring to "The grand gifter" badge, it was specifically offered to customers who took part in the #datafeedscommunities operation in the past. In May 2020, all the eligible participants received it.

Some budgets are given in special occasion, that one was the case, at the moment I am not aware on a similar challenge (Fizz was giving 1$ every 1G gifted to )
