Call barring on outgoing calls

Hello, purchased a travel add-on to my destination. However cannot make outgoing calls, locally or internationally, my Samsung Note 10 Plus says ''Outgoing calls barred''

When I located call barring in my phone setting, All outgoing calls settings is on for call barring, which I never activated. When I try to disable, it asks for a password, tried 0000 and 1234 with no luck, says it cannot read data.

Fizz tech service stated I can try a Network reset, but that will delete all my WiFi passwords I have overseas, so that is not an option for me. Your help would be appreciated. Thank you.

    Hello Billy01,
    I am sorry to hear about this situation.
    Try and turn off 'Select Automatically' and wait for the list to scan.
    Manually select a different roaming partner in your area. Sometimes 'refreshing' the connection to a different local tower clears the 'Barred' status.
    Ensure VoLTE is enabled in your Mobile Network settings. Many international networks have shut down 3G, and without VoLTE enabled, outgoing calls will be automatically 'barred' by the local carrier.
    Ensure you are dialing using the international format.
