You will be able to receive texts, yes, however calling while roaming is not yet provided. We're improving our services daily and hopefully at one point we will have this option.

You have the possibility to buy a travel Add on for data ($12 for 250Mb or $20 for 500Mb) directly from your account : My plans -> Manage my plan -> Travel Add on. More details can be found here https://fizz.ca/en/faq/what-is-an-add-on-and-how-do-i-buy-one

Another possibility would be to top up your wallet and use it as pay as you go ($0.30 per Mb and $0.08 per text). To do so, access your account -> My plans -> Manage my plan -> Wallet : https://fizz.ca/en/faq/what-is-my-wallet-and-how-do-i-use-it
