If you are still having the problem you should contact support. They will be able to remotely check the status of your modem using their tools.

If it is off it seems that your modem is not provisioned yet

I think that the modem's MAC (Media Access Control) address is not registered on the Fizz network so it won't receive an IP address from the DHCP.
MAC address is a hardware identifier that uniquely identifies each device. It is normally assigned by the manufacturer.
