Well if Fizz is actually violating the law and people complain about it, the OPC will have to care as their sole purpose is to enforce said law. If they take action against lil mom & pop shops, I don't see why they wouldn't take action against a big company with thousands of clients...

In any case, if they don't take action for some reason despite complaints, there's the public denunciation option via tv shows like "La facture".
That said, the first step would be to figure out how many people got their points messed up with. Or more precisely, the real problem being how many people opened a ticket for that reason and were not given their points back for some obscure reason...
