Sorry to hear about the issue!
Roaming calls are not available outside the Fizz coverage zones, as we are working on that feature still, however from what we saw you purchased an international calls add-on and you reached our colleagues on another channel who explained the matter for you.
The add-on was deactivated and you also should receive a refund of $6,90 by the end of the day in your Fizz transaction history via My settings - Transaction history and in your bank account in some business days.

This is normal, you cannot make calls when you are outside Canada and USA. https://fizz.ca/en/faq/im-travelling-outside-my-coverage-zone-what-are-my-roaming-options
As of now, only Travel Add-ons for data are offered. Travel Add-ons to make calls will be available at a later time.
You can use app like TextNow, Fongo, skipe, message, etc, using the DATA
