I hope this message finds you well.
You can always verify if Fizz home internet is available at your new address by trying to add a new plan on your account. You can do so by going to Overview in your account, and add a new internet plan. You will be asked to enter the address, and you will also have the I cannot find my address option, which I recommend you to use, as it will provide more accurate results.
If the address is not eligible with Fizz home internet at the moment, as much as we appreciate the fact that you want to have us as your provider, you will most probably have to subscribe to a local internet provider.

If I go by the Fizz coverage map, green is Fizz territory and pink is FizzExt roaming. So I guess Ottawa citizens can use Fizz as long as they use it at least 50% of the time in the green area.

You can try for home internet with Fizz, but I can tell you that it is not available for my address in Ottawa (the Fizz website can check your address quickly).
I think they only service Videotron territory when it comes to home internet.

No, Fizz Internet is not available in Ottawa. Videotron's cable network is not available there.
