Travel add-ons are active as soon as you buy them. You can check your Fizz account to confirm the status on the add-on.
As mentioned, you should enable roaming on your phone settings. Since Fizz is prepaid, you will not incur any surprise charges.
To ensure you are connecting well to Fizz EXT network, try restarting your phone.
With Fizz, it is always free to receive incoming texts, so you will receive SMS regardless of which plan you are on.
Which phone are you using? It has to be compatible with local USA networks.
If you are using iPhone, do note that iMessages require your phone to be connected with mobile data or Wi-Fi.

So you are in the US, and you want to use your SMS ?
If so, do you have roaming enabled on your phone ? Keep in mind that for MMS messages, your APN settings also need to be configured.
