Why I cannot make any calls but I can receive them?

Hello, I already paid my monthly plan and I don't know why I'm able to receive calls but I cannot make them. There is a message that says: you're not allowed to this service, please call 611, and when trying to call 611, I cannot do it either. HELP!

    I have verified your account and I see that indeed the payment fOr your mobile plan passed, and your line is fully active now.
