Cellphone service only partially working - no ringing when calling someone.

When I am making a call, there is no ringing, but the person can hear me (I can't). Why?

    It is new ? What model of cellphone do you have ? Do you try restart your cellphone and/or take out and put back your sim card ? Have a nice day :)
