When you lookup your mobile data usage, do you see the 500 MB?
If yes, you should be able to use it.

or put it on mode airplane 15 seconds.

Also note that if you are level 1, you can only use one perk slot at a time. So if you already have a 250mb one, you cannot add a 500mb one. You must replace it. Until you reach level 3, where you can have a 2nd slot3
