Can you use the wallet (pay as you go) option without a monthly plan?

Hi, I want to sign my mother up and she is really interested by the pay as you go option. She doesn't really use her cellphone enough to get a monthly plan. Is it possible to sign up without a monthly plan? Can she use data with this option?
