How come some question there is a reply option and some don't

If the person who poses the question has already selected "the best answer" than the reply option disappears. Look for a green check mark to the right of the question. If there is one than the reply button won't be there!9

If someone ask a question and choose an answer as the best one, it'll close the discussion. The Whizz can choose an answer as well and close the thread. Then the "Reply" button will disappear.1

Could you please explain which questions you're referring to? Usually, placing a statement in the form of a question would also help.
