When it’s time to pay the plan each month, can we decide to pay later even though the line will not work or you guys take the money right away?

As with all pre-paid systems, your monthly amount will automatically be debited every 30 days. The contract states:
4.2. Failure to pay
If your credit card payment is refused, you will have until 11:59 p.m.
on the day of the anniversary date of your plan to pay the amount
due, after which time we may interrupt your service. You will then
have 7 days from the anniversary date of your plan to keep the
unused credit of your mobile phone. After this 7-day period, we
may deactivate your SIM card and your telephone number and
assign them to another FIZZ customer.12 -
The payment will occur automatically at the begining of your next billing cycle. If you don't want the payment to be processed, you can always unsubscribe anytime during the month. Your phone number will be saved for 65 days in case of reactivation.12

It will be taken automatically. And re-activation doesn't always work smoothly. Just in case you are thinking of going that route. I've seen a complaint or two regarding the re-activation process not working as expected. Search the forums and see if saving 30-40$ is worth the hassle.9

Can we get some sort of official verification? We have two separate answers:
- Kent says you only have 7 days to pay, and he's citing official Fizz contract, but he's only level 1/5
- Gabriel says 65 days but he's already level 3/5
I get that Fizz is trying to save money by having all us users help each other but the result is that I never know whom to listen to and, more critically, there's zero accountability. If Kent turns out to be right and on day 8 of nonpayment my number is assigned to someone else, Fizz can just tell me that the other customer was wrong and I have zero recourse. Frustrating as hell.4 -
