International Calling add on to China failing

I haven't been able to call out to China even though I have a calling add on. The call simply fails. My other family member with Fizz is able to call the same number on his phone. I have tried adding +86, 011, to the beginning of the number to no avail. It used to work but hasn't worked since June. I have tried other familys Chinese numbers and they don't work either.

    I am sorry for the issue encountered.
    Verifying your account, your mobile plan is active and the add-on for international calls to China is active too.
    Please restart your phone, reset the network settings and made sure that the operating system is up to date.
