Travel to Australia - Location Shows two options: "Australia" and "Australia (+Norfolk Island)"

I am just wondering what the difference is between the two locations other than the type of add-on availability.

We're travelling to Brisbane and looking for some data for maps and related.

Australia has only Calls for travel add-ons.
Australia (+Norfolk Island) has all three of Data, Calls, and Texts travel add-ons.

Since I'm looking for a data add-on, I would pick the "+Norfolk Island" location I assume. Just wanted to make sure there wasn't something I should know before I did.
(Those assumptions can bite!)
