    Hi,
You need the apn set up correctly to send a text message, not sure you need the actual data connection unless you're using RCS or another app.

Incoming texts are free, outgoing messages are either with pay-per-use(Wallet), addon, or an unlimited messages plan.

Text messages (SMS) don’t require mobile data to be sent—they use the cellular network.

Do you have the full Canada plan or only your province?

There is no changes in the rule.

You can always use apps that send text messages for free.

Are you sent txt by RCS? If yes, it does need data.

Further to this, if you're sending an RCS message, Fizz doesn't count it as a text message as it uses data rather than SMS. The data to send an RCS message can be wifi or cellular data. I was surprised to see I could send and receive was number of texts while in Mexico (RCS only) while my phone was in Airplane mode and I was using the resort's wifi.

You're probably sending your texts using RCS, which requires data. Here's some information from the Fizz website about RCS messaging.

    I have Iphone 14.
    It's been over a year .
I never had issue, since last week, I notice my txt were not sent unless I turn on my data in the street.
At home, they probably use my WIFI which I'm not aware of
when they charge data on your free txt?
    I didn't change any setting.
    Thanks
    Ale

If you don't depend too much on iMessage, I would try to disable both iMessage and RCS. Don't leave the phone any other choice than using regular text messages. These use no data. You'd lose features such as group text, multimedia texts and read receipts though. Up to you, if you want to try.

Settings->Apps->Messages->RCS Messages->RCS Messages set to off.
    Settings->Apps->Messages->iMessage set to off.

Free for SMS. But MMS, RCS or IMessage need data work. Fizz give 256 to 512 meg free. Not active by default. Look your profile for Gift.

Does your plan include SMS? If yes, you can set iMessage to off and try again.

    Hello @magicalex ,
Thank you for describing your situation to us.
If you’re using an iPhone, messages are typically sent via iMessage rather than standard SMS. However, iMessage relies on an internet connection (like apps such as Messenger or WhatsApp). To send texts without using data, you’ll need to use SMS through your phone’s native messaging service instead of iMessage.
If you’re having trouble sending SMS through your phone’s default messaging app, make sure your iOS is updated to the latest version and that iMessage is turned off. For more information, you can visit: https://fizz.ca/en/faq/i-cant-send-or-receive-text-messages.
