    Hi,
You need the apn set up correctly to send a text message, not sure you need the actual data connection unless you're using RCS or another app.

Incoming texts are free, outgoing messages are either with pay-per-use(Wallet), addon, or an unlimited messages plan.

Text messages (SMS) don’t require mobile data to be sent—they use the cellular network.

Do you have the full Canada plan or only your province?

There is no changes in the rule.

You can always use apps that send text messages for free.

Are you sent txt by RCS? If yes, it does need data.

Further to this, if you're sending an RCS message, Fizz doesn't count it as a text message as it uses data rather than SMS. The data to send an RCS message can be wifi or cellular data. I was surprised to see I could send and receive was number of texts while in Mexico (RCS only) while my phone was in Airplane mode and I was using the resort's wifi.

You're probably sending your texts using RCS, which requires data. Here's some information from the Fizz website about RCS messaging.

    RCS or iMessage use data.
