Does Canada-wide works in Vancouver?

A Canada-wide plan should work in Vancouver.
You may want to double-check at https://zone.fizz.ca/dce/customer-ui-prod/account/plan if your plan is in fact Canada-wide and, should you have multiple plans, that you are in fact using the right one.Also, should you be anywhere close to the US border, make sure, your phone is registered with a network in Canada and not the US.

Sorry to hear about the issue.
I verified your plan and it appears that you should be able to make calls.
Please try to restart the phone, enable / disable airplane mode while also testing the Sim card in another device.
You could also try to reset your phone`s network settings then once again restart the phone and confirm if the correct one have been installed afterwards :
APN: mobile.bm
MMSC: http://mms.mobile.bm
MMS proxy: mmsproxy.mobile.bm
MMS port: 80
APN type: default,mms,supl
