Can't make or receive calls

When I dial any number I get a recording saying "Your current plan does not allow us to connect this call". This includes local numbers, 611, voice mail. When I call my own number from a different phone I get a busy signal. In both cases I receive a text message afterwards telling me my plan didn't allow the call.
I have an unlimited Canada+US plan. Texting and data work fine. Voice was working fine last month, for this month I modified my plan to include US calling and that's when the problem started.
I chatted with a CSR last week about it and they were unable to find the problem. They were mostly focused on phone settings even though it's pretty obviously an issue with the plan. Now there is a ticket open for technical support but it's been open for 4 days with no updates.
Any suggestions? If it doesn't get resolved in the next couple days I'm going to have to move to a different carrier. I can't just not have voice service.
