    Provided, this applies to an Android phone, there is some information available on the Internet about this error 38. A Google search should help. As you haven't given us any information about what the circumstances are that produce the error, it is hard to give any specific advise.
    Some of the tips given are below. Reboot your phone after each step and retest.

    • Make sure that your cell plan includes sending text message. Do you have unlimted texts in your Fizz plan? Are you in your plan's designated coverage area?
    • Go to Fizz website https://zone.fizz.ca/dce/customer-ui-prod/account/plan -> Manage my plan -> Everything else -> Advanced Parameters -> Fizz network parameters and follow the instructions.
    • Clear the cache of the Google Messages app.
    • Uninstall any 3rd party messaging apps that may interfere with what Google Messages is doing.
    • Temporarily disable RCS messaging and see if that helps.
