I bought travel pack for data already in Mexico. Why it does not work

Packs activate in Canada worked. I added to wallzt and it seems working but travel pack shows 0 use in profile

    Ensure that you have data roaming turned on.

    Data roaming is on. It works now with wallet. Only travel package bought alreadu in wmexico does not

    It is on, and works with wallet pay ad you go
