Please make sure that you have the right SMSC number in your settings

Aside from this,

make sure you update to the most recent iOS version. Then, go to Settings->General->About. If you get a popup about a Carrier Settings Update, make sure to install it.
Check the app "Messages" from Apple is installed and make it the default messaging app, Settings->Apps->Default Apps.
Go to Settings->Apps->Messages and disable all of the following:- iMessage
- RCS Messaging
- MMS Messaging
and see if you then can send a simple legacy text message, i.e. only English alphabet text characters, no pictures or any media other than English text.
Once that works, you can work your way backwards to turn the fancy stuff back on one-by-one and see what breaks it.
