Call forward

I have a plan with unlimited calling. I tried to use call forwarding to another Canadian number and this was the message I received.
Action required: Your current plan did not allow you to complete this call. Please buy an Add-On https://fizz.ca/s/15/en/201689829/
Does this mean that I need funds iny wallet? Is call forwarding not included as is with unlimited calling?
I used the **21*(number to forward to)

To use call forwarding, please ensure that your phone is VoLTE certified along with having a VoLTE-certified SIM card.
I have verified that your SIM card is VoLTE enabled. However, please double-check that your phone itself is VoLTE certified. You can verify this by checking the list here: https://fizz.ca/en/faq/compatible-devices, or you can perform a quick VoLTE test by dialing #8378 on your phone.
