Why I cannot receive call from others? But can call out.

I suggest your trying to restart your phone and reset your network settings.

If you hear confirmation that your call was made over the LTE network, you’re all set.
If you hear a different message or the call doesn’t go through, your call couldn’t use VoLTE."

I have had the same thing. I contacted customer support, and have a ticket in the works to get fixed. I am guessing this is a whole system issue and not just me. This is a joke, and if I wasn't paying for a phone as well I would leave and go back to TELUS right now. Not even a month in, and already issues.0
