Fizz disables RCS for plans not including Text messages.

Why is RCS disabled for subscriptions that use wallet for texts?
Is there an actual cost to it for carrier, or is it just an incentive to have a monthly text option in plan?

My guess is that you can text for free with rcs and since you're not paying for unlimited texting they want to bill you for each text so they disabled rcs.

I am not sure though but I think we can send RCS messages like iMessages without text plan.

To activate RCS, your phone is sending an SMS to Google. No SMS in your plan = can't confirm the number. It's normal, this has nothing to do with Fizz. You can add money to your wallet if you don't have a texting plan. You will then pay for this message.
RCS won't currently activate with Fizz even if there is money in the wallet. No money is being deducted from the wallet.
All at the same time, RCS activates just fine on an overseas SIM card that is roaming locally. And it doesn't have unlimited texts while in roaming.
Thus, any claim that an unlimited text plan is required in general for using RCS is myth. Whether it is required for Fizz specifically is the big question. After all https://fizz.ca/en/faq/whats-rcs-messaging-android-phones just says that "a mobile plan including text messaging" is required. It doesn't specify whether this means "unlimited text messaging". After all, a mobile plan with money in the wallet does include text messaging.

I don't have unlimited text in my plan anymore and have been using RCS (Google Message) for over a year without any problem (with money in my wallet for an occasional SMS).
Not very likely that Fizz would disable RCS for you but not for me... could it be something else?

From the number of people reporting issues in the last few days who had previously used it successfully, it may be a technical issue at Fizz. Hopefully temporary. May want to open a support ticket with Fizz.

I contacted Fizz customer support, they say RCS is available with "Pay as you go" (Wallet) subscriptions, so it shouldn't be restricted only to plans with unlimited texts.
However, Google status is still "Fizz: Not supported" and I see a lot of other posts of users not able to use RCS after porting number from different providers.0 -

It doesn't have to do anything with porting. I got a new number from Fizz and it is not working either.

To be able to use RCS message with Fizz on Android, make sure that you have:
-A mobile plan including text messaging and access to mobile data or Wi-Fi
-A compatible phone on Android version 5.0 or higher
