Are we talking about the mall right next to A30 exit to Route 116? See if the mall has some public WiFi available that you could use.
If that is not an option, is your phone in Fizz or Fizz EXT when this happens? What's the signal like, i.e. how many bars do you get? You can try Manual Network Selection on your phone. On iPhone, Settings->Cellular->Fizz SIM->Network Selection. Something similar on Android. If your phone is on Fizz when data isn't working, choose Fizz EXT. Or the other way around, depending on your situation. If you manually choose Fizz EXT, don't forget to revert the setting after leaving the mall, so you won't run afoul of Fizz' fair roaming usage policy. If you manually choose Fizz, you'd have to revert it only when you travel outside the Fizz coverage area.
Your phone may not work on Fizz EXT at all, I don't know if or how Fizz in Québec limits roaming in areas where they generally have their own coverage. Here in Ontario, surprisingly, roaming (aka Fizz EXT) seems to work everwhere, even in the GTA.

It could be related to the phone, maybe some specific frequencies are not available in that area.
