I want to inform you that you will not be able to retry the activation if you had a failed activation attempt recently.
Please wait at least 30 minutes and try again using an incognito/private window.

Yes you can only refresh 4 times the list of numbers, you need to wait 2 hours before trying again the activation the sim since it will be locked
