Hotspot on iOS device

I have a monthly data plan with Fizz Mobile on my iPad. I want to set up a personal hotspot using my iPad, but I don’t see a personal hotspot option under settings. I read that you just need to go into settings and click on personal hotspot, but that doesn’t appear in my settings. Am I missing something? The only place I see personal hotspot mentioned is when I swipe down to open Control Centre and it shows personal hotspot “off” but with no option to turn it on. I contacted the Fizz chat to make sure Fizz allows personal hotspots on their monthly plans, but the agent was useless and told me to look on YouTube for an answer!

The hotspot is supported by Fizz, I never used in the iPad but reading the Apple FAQ you should be able to activate without any issue. What iOS are you using?
Go to Settings > Personal Hotspot, or Settings > Cellular > Personal Hotspot.

The Personal Hotspot option on iOS is a dynamic option, it will only show up if the SIM card provider you are currently using is allowing this feature. If your provider doesn't want you to use it, the option simply disappears from the menu.
That being said, on a current iPhone, the option is definitely there when using a Fizz sim card and works just fine.
I don't know whether provider profiles are different between iPhones and iPads, that may be the case. In which case, Fizz either doesn't want users to use hotspot on an iPad, they never made a configuration profile for the iPad or they simply forgot to configure it properly for the iPad.
Check if you have this in your iPad menu: Settings → General → About → Carrier. That's the location on an iPhone. It should currently say Fizz 62.0
Also, make sure you have the latest iOS version installed. If your iPad is very old, possibly even predates Fizz, it would make it more likely that no proper Fizz configuration profile exists for your device.

This is more than likely disabled by the carrier.
Check under Settings.
To verify, go to Settings → General → About → Carrier. Check if the carrier version says “Fizz 62.0,” which is their latest profile. If it doesn’t, Fizz may need to push a carrier settings update to your device.
Fizz may not have properly set up support for personal hotspots specifically on iPads.This would explain why the option appears disabled in Control Center, but isn't accessible in Settings.
Ensure your iPad is running the latest iOS version by going to Settings → General → Software Update. This can sometimes fix feature availability issues.

What I would do, I would put the sim in the phone and activate the WIFI tethering.

I use the hotspot on my iPhone 12 all the time, even when roaming in the USA without any problems.
When looking at the control centre and you see "personal hotspot off" are you able to tap on that to turn it on? I know this is a long shot, but that is the easiest way for me to turn the hotspot on and off.
If this does not work, I would suggest contacting @Whizz to get your ticket escalated to a tech team specialist as my best guess is that this particular issue is related to the tech side as others have mentioned.
