Quebec users are ignored by Fizz promotions

By looking at the current prices and the recent promotions made for other provinces, it looks like the users from Quebec are completely ignored by Fizz.

other providers 100% separate users. for the longest time, quebec and manitoba had much cheaper mobile plans than the rest of the provinces.
