Fizz sold me a "Perfect" refurbished phone that has no operating system

Having a great time with my new-to-me "Perfect" condition refurbished Moto G Play that came with no operating system installed that I bought from Fizz so that I would have a VoLTE-compatible device. Yep, so much fun!
"No operating system installed," it says when I turn it on, and suggests I can do such fun things as check out the Motorola support page and press the power button to turn it off. Wowie!
So now I'm learning about fun things like how to spend hours re-flashing the device so it maybe, just maybe will have the operating system it was supposed to have as a "Perfect" condition refurb. But who knows if it will, work, the flash program has been running for an hour and is only at 38% … oh, wait, it failed as I was writing this.

I advise you to return the phone. Fizz allows you to return the phone within 15 days of receipt.

Probably going to do so, just annoyed and venting at this so-called "Perfect" condition phone.

I'm sorry to hear about the issue you're experiencing with your refurbished phone.
Since you are in the 15 day return policy you can return the phone to us for a full refund or a replacement phone.
Make sure that you send back your phone with all its accessories, including the charger and the original box.
The return request must be submitted online via your Fizz account under My phones/Manage my phone/Return my phone.
Please follow the steps there to complete your request.
Once you have completed all the steps, you will receive an email with the barcodes and return number ID of your phone.
You will need them to return the phone to a Canada Post deposit location.
