cant swap upgrade

i just got level 2, tried to swap my 250mb upgrade with 500mb but failed. system wont allow me to swap.

I thought upgrades were able to be slotted at any time unlike plan changes. Good to know for next time.

I just got my 2nd slot and my plan renewal date is in a few days.
