Data perk vs travel addon

So im finding it difficult to understand but maybe that's because what i want doesn't work..I have a quebec only plan with data. If i apply a pay as you go data plan for "Canada", would a 24hr unlimited data perk work while im outside quebec? Or is that perk limited to "Quebec" region being my subscription plan?

No the 24h unlimited with always be with your actual coverage therefore Quebec

The unlimited data perk can be used only on your subscription zone ( Quebec coverage). https://fizz.ca/en/coverage

Some perks are giftable to other Fizz members. A perk that is gifted, however, cannot be regifted: it must be activated and used by the recipient or else it’ll be lost. ( If your friends have a Fizz Canada plan only - then will work for them! - with the condition that this will suit you, of course) Source:

Looks like you will need a travel add-on.
To buy a Travel Add-on, sign into your account and go under My plans > Manage plan > Travel.

Thank you for your post. 
As you were already informed, the unlimited data for 24 hours perk, will work only in your Coverage zone. 
If you wish to use services outside that zone, you will need to purchase a Travel Add on or to change the plan base and coverage.
Any request to change the plan will be effective at the beginning of the next payment cycle. 
To do that, you can access My plans- Manage plan- Change plan from your Fizz account.
