Why I haven't received voicemail setup text

Without that text I'm not able to setup my voicemail. Please help!

Could you please try to switch your phone to airplane mode for a couple seconds, then switch it back to normal? After that, reinsert your Sim, restart the phone and try setting the voicemail up again.
