Unable to call in TO with Canada Coverage

I'm currently visiting TO and trying to call a number starting with 647 and it's claiming my plan doesn't allow it? Mobile Data works fine. Fizz EXT is selected and Data roaming is on.

So what's my issue?

    Did you try to reboot the phone?

    Did you add +1?

    and yes I've tried adding +1 which doesn't do anything since all I keep getting is "your plan doesn't allow us to connect this call".
    in the past it worked fine while I was in Canada so I'm not sure if the issue is on my end or something. New cycle just started.

    yes. i've rebooted a few time and tried with airplane mode and it's aways the same.
    I dont see any green bubble and the chat with an agent option doesn't do anything like it's disabled so my only option was messenger.

    I've gotten 2 agents so far who seems to have no idea what they're doing and not reading my issue and asking me questions I've already given answers so I'm at a lost here ...
