Cannot gift data

Hello, community, my wife and I are new users to Fizz. I have been trying to gift data to my wife, and kept receiving the same error message: "There’s been an error. Your data couldn’t be sent to XXX, and was therefore returned to your plan. Please try again." Does anyone know what causes the problem? Both accounts were set as "full experience". Thank you!
