I am really sorry to hear about that.
I verified both your and your friends account and noticed that both have mobile data plans and both have the Full experience settings enabled.
A ticket has been created on your friends account and he will receive the answer on his email once the situation is solved.
From what I can see the technical team have yet to provide us with a response for this issue.
