If you are within your plan's coverage area, and you have Mobile Data enabled, there should not be any issues regarding the data usage, since everything appears within norms on our side.
However, what I would suggest you is to restart your phone and reinsert the SIM card in your phone.
If you have the possibility, you should try testing the SIM card in a different phone, to see whether or not the issue can be replicated, to narrow down the possible causes.
