    Regarding your problem, did you try to reboot the phone? You can also try to put the phone in airplane mode for 30 seconds.

    If you are in Fizz Ext enable the data roaming in the phone

    I am sorry for the situation encountered,
    I have verified your account and you have money in your wallet. 
    I do not see any issues on the network in regards to your plan.
    Your plan includes only Quebec coverage area at this time. 
    Please, note that if you want to use the pay as you go option while you are outside the green are on this map: https://fizz.ca/en/coverage you are required to activate your roaming on the phone as well. 
    I would also advise you to take the SIM card out of the phone and reinsert it, then restart the phone and try to place a call again.
    If the issue persists, please contact us in private and provide us with the error message you hear when you try to place a call, the location where the issue is encountered and 3 numbers that you have tried to call, to see if the issue is with a specific phone number or more.
