Device speed extremely slow.

My 400 mb service seems to not make it to one of my devices. The streaming device is hard wired to a switch and the speed is 1.5 mb! which makes it useless when streaming a movie with constant buffering. I signed up for the highest speed fizz offers specifically to avoid these extremely annoying issues.
Hard wired, wifi, VPN or no VPN it makes no difference. Every day from 3 PM on, this has been the story and it is very frustrating, to say the least.
Is there anything I can do to make sure the device receives highest priority on the network? Also, the service has been atrocious today in Ville St Laurent with fluctuating speeds all day. My streaming issues has been happening for a while now and mostly in the afternoon to late nights when people sit down to watch something.
Could the modem itself has a problem? I've rebooted, rest it and unplugged to no avail. I want to sit back and watch something but I am writing this.

Yesterday I had a problem with international connections, probably some problem in some backbone
But if your problem is recurrent, contact the support after 3PM in this way they can monitor your line and see any congestion.
Did you try to make a ping after 3 to see if you loose packages? In order to have a better result, increase the package size

Sorry to hear about the issues.
I verified your modem`s signals and I could see that some of them were not quite in normal readings, at least in the modem`s history, as everything appears to be okay at the moment in real-time.
If you still have issues, I suggest checking the modem`s cables for damage ( coaxial and power cable ) and possibly test the modem in another power outlet.
