    Looks like your current plan doesn't have data and that's why you can not receive data gifts.

    In order to receive data gifts you should have at least a minimum 1GB of data in your plan.

    I looked into your account and the reason Andrei_ref_R7VK1  was unable to send the Data gift to you is because your plan is currently suspended due to the payment being declined. 

    I see that you recently made the payment so now it should be alright to send the Data Gift Andrei_ref_R7VK1.
