Hello, I have tested my new Samsung A13 5G with a brand new phone number.....and surprise....VoLTE is working. Phone stay on LTE when making calls.

For my old number not yet, still switching to 3G for calls.

Hope they will switch us to new LTE voice server soon.

    I'm glad to hear that VoLTE is working for you. The thing is that at the moment, the VoLTE option is indeed situational. This will also come with the benefit of placing calls and text messages in the US. Here is some more information on this FAQ. Your phone needs to meet the conditions mentioned in section 1 of the FAQ previously mentioned and to be VoLTE certified.
