Is it possible to get credited for international add-ons that do not function?

Bought data and calls add-ons for Mexico, but neither working with AT&T local provider. I read all the blog post and followed as much of the relevant advice as possible, but still was unable to get any service for phone or data. Ended up having to purchase SIM card from Nextel. Is there any way of getting credited for the unused add-ons?
