How to return money for not activated plan?

Hello, how to return money for not an activated plan because of the error when transferring the number. Complete activation is not possible, since there are no active windows and links in the account for the introduction of the correct IMEI number. From my card I had paid off the money for the SIM card and for activating the plan. How to cancel this plan in the account?
