Does mobile service include basic voice mail?

if it is the case, how do we access it?

You can have for your mobile service the voicemail option.
The Visual voicemail includes the basic voicemail as well, it's up to you which one you wish to use.

No, the voicemail is an option and it is called Visual Voicemail
