Sorry to hear about the situation encountered.
If you did not receive the Sim cards, do reach our colleagues on Live chat by following the details found here : https://fizz.ca/en/support so they confirm the delivery address and possibly refund you for the undelivered orders.
Be sure that you also check with your neighbors in the meantime, as sometimes they can get the Sim cards and forget to notify you of them.

Usually the support ask to buy them, activate and ask for the refund for the lost ones
